The Office of the Attorney General of Baja California Sur (PGJE) confirmed that the skeletal remains found in a clandestine grave in San José del Cabo correspond to Carlos Alberto Beltrán Olmeda, former chief administrative officer of the Los Cabos municipal government and previously a political adviser to Rubén Rocha Moya.
The identification comes as the governor of Sinaloa once again generates controversy after requesting, for the second time, a leave of absence from office.
His remains were found in a clandestine burial
On July 13, authorities located a clandestine burial on a dirt road leading toward La Ballena neighborhood in San José del Cabo. Skeletal remains were found at the site and subsequently transferred to the Forensic Medical Service (SEMEFO) for the corresponding examinations.
The PGJE reported that, through the extraction of a genetic profile and comparison with its institutional database, forensic specialists established that the remains belonged to Carlos Alberto Beltrán Olmeda, who served as Chief Administrative Officer of the 15th Los Cabos Municipal Council.
Beltrán left office on May 25, 2026, when he submitted his resignation, citing personal reasons. He was subsequently reported missing and remained unlocated until his remains were discovered.
His political background and the new controversy surrounding Rocha
In addition to his role in the Los Cabos municipal administration, Beltrán Olmeda was identified as a former political adviser to Rubén Rocha Moya, the governor of Sinaloa who is currently on leave. However, the Baja California Sur Attorney General’s Office has not publicly established a motive or any connection between his political activities and his death.
The identification became known at a politically sensitive moment for Rocha Moya, who once again requested a leave of absence as governor of Sinaloa. Meanwhile, agents from the Specialized Prosecutor’s Office for Forced Disappearance of Persons and Disappearance Committed by Individuals are continuing the investigation.
