Puebla City Council expropriates seminary sports fields.

The expropriation of the El Seminario sports fields, located between the Patrimonio and Vicente Guerrero neighborhoods in the southern part of the capital of Puebla, has been formally established.

The expropriation decree RES.2026/246, published in the State Official Gazette, specifies an area of 6,098.3 square meters under a declaration of public utility.

The declaration applies to the property located at 6335 Independencia Street, Vicente Guerrero neighborhood, in the municipality of Puebla, for the establishment and construction of the sports fields known as El Seminario.

The decree states that the expropriation procedure is being initiated in accordance with the information provided.

The decree also orders that María del Rosario Tamayo Mena, as the owner of the affected property, be notified. If her whereabouts are unknown, the declaration will be published a second time in the State Official Gazette, pursuant to Article 5, first paragraph, section II, of the Expropriation Law for the State of Puebla.

Likewise, the document orders that the matter be referred to Municipal Trustee Mónica Silva Ruiz so that she may initiate the expropriation procedure and process the corresponding file until it is ready for a decision, while respecting the property owner’s right to be heard.

Finally, the Municipal Council Secretariat, represented by José Alfonso Aguilar García, was instructed to carry out the necessary procedures to publish the presumed declaration of public utility in a newspaper with wide circulation in the municipality of Puebla, the municipal gazette, and the State Official Gazette.

Conflict Over El Seminario Property Concluded

After years of disputes over control of the El Seminario fields and a property ownership process, the Puebla City Council will begin construction of a high-performance sports center in the area.

Previously, the Puebla City Council published bidding process LP-CMOP-041/2026 for the construction, rehabilitation, adaptation, and equipping of the México Imparable community center, promoted by President Claudia Sheinbaum Pardo.
