Deputies in Campeche reactivate constitutional immunity

In an urgent and closed session, the Campeche Congress approved the reactivation of constitutional immunity, amid internal tensions in Morena and accusations of open investigations against legislators.

The Congress of the State of Campeche approved this Monday in an urgent and reserved session the reactivation of constitutional immunity after almost 10 years of its repeal, in 2016, to avoid being subjected to a criminal process.

Due to the confidential nature of the meeting, members of the Morena party who are estranged from their parliamentary coordinator, José Antonio Jiménez Gutiérrez, who is also president of the Board of Government and Administration, left the legislative building, claiming that they could not speak and that “there are members of parliament who are very afraid.”

The reasons for restoring immunity to legislators and public servants are unknown, but it could be due to the fact that both Morena deputies, who have now rebelled, and Movimiento Ciudadano deputies have open investigation files for their conduct during their time as officials in state and municipal administrations, some with demands for maintenance and in other cases for protection of relatives with accusations of sexual abuse.

In the case of the president of Congress, he is accused of having his family on the payroll and of alleged acts of corruption.

The alert may have been triggered by the presence of ministerial agents on Sunday, February 1, around the legislative headquarters, even though the State Prosecutor’s Office clarified in a statement that they were carrying out routine patrols and stopped for a moment in the vicinity of the Congress.

The conflict between the Morena legislators began two months ago with the approval of the 2026 budget and Governor Layda Sansores San Román’s proposal to contract a loan for one billion pesos, which they ultimately approved after meeting with the Secretary of Finance, Jezrael Larracilla.
In Monday’s session, Jorge Pérez Falconi and Verónica Roca Méndez were removed from their positions as sub-coordinators of the Morena party, and replaced by legislators aligned with the now opposition bloc to the State Government: Omar Talango Cervantes, Ismael López Garcés, and Mayda Maas Tun. This marked the official break within the Morena parliamentary group.
