Anomalies amounting to 300 million pesos in 11 of its municipalities

In the third installment of the 2024 Public Accounts report, the Superior Audit Office of the Federation (ASF) found that 11 of Campeche’s 13 municipalities collectively have 300,168,335 pesos pending clarification.

The auditing body verified the distribution of federal funds allocated to the municipalities and boroughs, corresponding to federal revenue sharing, the Fund for Strengthening Municipalities and Territorial Demarcations of Mexico City, and the Fund for Social Infrastructure of Municipalities and Territorial Demarcations of Mexico City.

The audits of Campeche’s municipalities revealed that only two city councils had no outstanding amounts to clarify, while the rest did not manage the audited resources of the 2024 Public Accounts efficiently.

The municipality with the most findings was the capital city of Campeche, which failed to submit supporting documentation for six procurement files. Likewise, in three public works projects, the municipality lacked photographic documentation to validate the completion of the work, totaling 122,742,065 pesos.

In another case, the municipality of Calakmul has 10,297,281 pesos with discrepancies. Specifically, it failed to provide justification for a contracted service under the services category, as the work could have been performed by municipal staff. Additionally, in four public works projects, the documentation proving ownership was not presented, thus preventing verification of the effective execution of the contractual work.

The Superior Audit Office determined that the municipalities with irregularities violated regulations, primarily the General Law of Government Accounting, the Law on Acquisitions, Leases, and Provision of Services Related to Movable Property of the State of Campeche, and the Law on Public Works of the State of Campeche.
