The ongoing violence in Michoacán has prompted controversial proposals from various political sectors, including that of local congressman Carlos Alejandro Bautista Tafolla, a close associate of the late mayor of Uruapan, Carlos Manzo.
The legislator shared an initiative on Facebook proposing financial incentives for those who report family members involved in criminal activities to the authorities.
“We can no longer continue protecting family members who steal, assault, sell illicit goods, move stolen cars, or are involved with crime,” he stated.
According to the published post, Bautista Tafolla maintains that the participation of families themselves is essential to reduce the protection that, he claims, is often provided by those close to individuals who commit crimes.
The congressman expressed that peace “begins at home” and that society must reject any form of cover-up.
“If we want peace to return, the first step begins at home.
So I propose the following:
If you report your family member—father, son, cousin, brother-in-law, nephew, whoever—directly to the Prosecutor’s Office, they will give you an official case number.
Contact me with that number, and I will provide you with financial support based on the civil value of the crime:
- $5,000 pesos for a verifiable common crime.
- $10,000 pesos for a very serious crime.
All of this will be handled with discretion and respect, and the Prosecutor’s Office must act prudently so as not to put the person making the report at risk.
Let’s give this process the vote of confidence so that it works and we can move forward as courageous citizens.

To reinforce his point, he quoted a phrase he attributed to Manzo himself, who during his lifetime championed a community-based approach to combating crime, grounded in shared civic responsibility.
“I CAN’T DO IT ALONE. PEACE BEGINS AT HOME: LET’S NOT PROTECT CRIMINALS. As our late President Carlos Manzo said: WE MUST NOT BE ACCOMPLICES,” he shared.
